How do I build a kite?

I need to build a kite where all the materials total $3 and it takes less than 3 minutes to construct with 4 other people - like an assembly line. Any recommendations or ideas would be much appreciated!

Is this for school?

Just follow the directions, if you build it correctly it will fly.
I taught lots of kids to build this kite. It's a Tetrahedral.
