It's only Ferrari that run the wheel covers, although recently Toyota have put a smaller version on their cars.
Frankly, I'm disgusted - though not at all surprised - that Ferrari are still allowed to run those things on their rear wheels! They say they are for brake cooling and not an aero aid, funny that, as Mercedes run similar devices in the DTM. They only use them in Qualifying though as they help tidy the airflow around the car but cause the brakes to overheat if used for a race distance. The opposite of what Ferrari claim. But Ferrari are in F1 and they are the FIA's favourite team , so nothing will be said. If Renault or McLaren had introduced them, they'd be gone by now.

The rear trims on the Ferrari's are totally within the legal additions the team can make to the design on their cars. There's much argument between Ferrari and most of the other teams whether they're 'legal' or not. However the FIA inspectors seem to think so, and what's good enough for them stands. The chief protagonist are Mclaren and Renault, Ferrari's closest rivals, but this is nothing more than sour grapes, simply because they're technical boff's didn't think of it first.

ferrari use flywheels on the rear but they do not have trims on the cars.
