The UN security council is made up of 5 Permenant Member states, such as the US, UK, France, Russia and now China.
The heads of state for each of these nations, Chirac for France, Blair for the Uk, Busdh for America etc sit on this council.

The UN Security Council isn't, save for the US Ambassador whom attends their meetings. The US Security Council is, as I understand it, made up of top Cabinet Officials and advisors, as well as some generals, to the President. It would be made up of the Secretaries of Defense, State, The Central Commander, among others. The Heads if the CIA and FBI. Et al.

It is not part of any government. It is part of the United Nations. It is a means for countries to have a forum to converse, thus reduce the chances of wars. At least that is the theory.
