If the wearer uses the same gauge for all the piercings, they could be. Tongues usually hold barbells, but I have used barbells in my ears. As long as the jewelry is properly cleaned, I can't see why they can't be interchangeable.

not really, they tend to be different sizes and shapes and something intended for a bellybutton couldn't be worn comfortably in a tongue etc. below i've listed what is commonly worn in each piercing so you might have a better idea of the differences.
nose:
either a corkscrew shaped stud or a ball closure ring
ear:
either a short straight barbell or a ball closure ring
tongue:
pretty much only a shortish barbell can be worn
lip:
either a labret post (a barbell with a flat plate on one end so it doesn't get stuck in the grooves of the teeth) or a ball closure ring
belly:
they need to be at least curved barbells to fit the body's curves, with same size balls or one large ball and one small. ball closure rings can be worn but tend to catch on clothing.
if you want to cover all the bases and buy something which fits more than one of the piercings that you mentioned, go for a straight barbell around 10-20mm long with a jewelled ball or other decoration. or a ball closure ring which isn't too large with a decorative clip in ball.
if you're still unsure, pay a visit to a store which sells a good range of proper body piercing jewellery and not just a few items. it there's a bunch of scary looking pierced people behind the counter then all the better - just ask them what would be best and they'll probably be more than happy to suggest something suitable.

Nose and ear rings, maybe. Tongue, lip and belly rings use special rings.

I do not wear those types of rings. I would imagine they could be interchangeable, but I will let you test it first!
