In my opinion, yes - pertially. I feel that parents have a natural "duty" to raise their kids to know right from worng and instill basic human respect and values in their children. Noone else should be responsibile for raising children other that the parents. Even if it came down to parenting classes or family counseling, I feel that parents should be "punished" in some way for the actions of their children.

Yes a lot of the time, I'd even go so far as to take out the juvenile terminology.

And the children should be held accountable. No matter the age. We have become a society of blame -- "it wasn't my fault". parents have been far to leniant on raising there child, however many cant help it, if they were to even raise there hand to their child, someone would call the police and claim abuse.
