I would really like to avoid the P.C. cities that control smoking in bars and free speech.

Florida is all non-smoking. Georgia is all non-smoking.

Tennessee is still smoking, but there's a big movement to follow FL and GA...

Avoid Boulder, CO like the plague...

Let's see:
Avoid most of Southern California. Extremely far left, and they control smoking in bars. California has been consistently outlawing smoking.
Avoid small towns in the deep South. They're highly conservative, and still very racist.
Avoid Washington State. As much as I love my home state, all of Pierce County has become non-smoking. King County and Thurston County are quickly following.
That's all I can think of right now. I'll add more if I think of some later.
