There are lots of free programs for creating images.

http://getpaint.net - Paint.NET is one.
Also try google's picasa. - http://picasa.google.com/

Search for "animated GIF creator" for free software that will create animated GIF images.

Adobe Photoshop - Front-end Graphic Design
Macromedia/Adobe Fireworks - Web-based Layout & Design
Macromedia/Adobe DreamWeaver - HTML and PHP web layout
Macromedia/Adobe ColdFusion - If you plan to do any work for ColdFusion-based sites like MySpace, etc.

The reason some of those are listed as either Adobe or Macromedia is that Adobe recently purchased the Macromedia company, so either company's version should work.

Other alternatives to the Adobe software would be
CorelDraw or Corel Paint Shop Pro - Front-end Design
Broderbund PrintMaster Gold - Budget alternative

The only thing I recommend staying AWAY from for design is Microsoft's FrontPage. It's good for people that don't want to do much for web sites, and it may seem like it's easy to learn, but if you plan on doing any hihg-level design or coding, you're best off to start with DreamWeaver or a free alternative like CrimsonEditor.

Hope that gave you an idea of where to start looking. =)

I use theses when I developed games.

Paintshop Pro
Corel Draw
Gimp- Free and its actually comparable to Adobe Photoshop. It was made for Unix software. But you can find a port to Windows.

These are the only ones i used for textures. The rest is 3d Apps

3dmax
Blender
Turespace
WorldBuilder
Maya

Corel Draw is a great graphics package. Expensive but worth every dollar.
