Does it become 'federal' or a felony once you cross state lines?

I would pressume it's illegal if the state where the 16yo is residing, the age of consent in higher than 16.

At least in theory, laws are the same for everyone. In most states, 16 is the age of consent so it wouldn't be illegal. It is reprehensible regardless of party. The difference is that Reps throw their pervs out of the party, Dems cheer theirs.

Next thing we know, the age of consent in DC will be 13, just to accomodate those in Congress who can't stop.

yes it is illegal.
The only time when it is not illegal is if they were both in Washington D.C.
where the age of consent is 16

Yes, it is illegal. Any you catch, turn 'em in!!!! (I suppose you should turn in any Dems also - but I'll leave that up to you.)
