Divide the numerator (top number) by the denominator (bottom number). Put a decimal point right after the denominator, and keep adding zeros. You can keep doing this until it either divides out evenly, you notice a repeating number pattern (2/3 will keep showing .66666666666666666666666666666) or until you've gone as far as you think you need to.
