HM06 - Whirlpool - Help Lance defeat Team Rocket in Mahogany Town
You have to beat Team Rocket in their hideout and Whirlpool is rewarded there.

Hana_chann is right about the location of whirlpool. Lance has the HM and will give it after all of the Electrode has fainted and the evil broadcast system has ended in Team Rockets lair in Maghony town.
But the whirlpool that go to cinnawood does not gaurd the city. It only gaurds the islands that gaurds Lugia, s there is nothing stopping you to get from olivine to cinnawood. You can get back to olivine with fly from chuck's wife when you defeat chuck the gym leader.
