It depends entirely on what your definition of "witch" is. I was looking up the origin of the word and there seems to be a great amount of controversy over where it started and how it evolved. In some versions, it came from wicca, meaning knowledge (pronounced witcha). In others it came from the term Widden, to predict. In still another version it is a combination of 2 germanic words, meaning holy victim (from the persecutions).
In more modern day thinking, many pagans (which, by the by, comes from the greek word pagani, meaning of the ice, which is why the northern european people were considered pagan way back when) consider themselves witches. it's more by tradition than any real meaning. If you look at "witch" as being one of knowledge, any number of people could be witches. Doctors, scholars, scientists... But to follow tradition, anyone that follows a pagan religion (one not believing in a single "God") is a "witch."
Your questions brings about more questions than answers, I suppose. :)

Not the green, warty, long-nosed witches that are portrayed at Halloween time, but there is a practice similar to witchcraft that is often confused with evildoers, Wiccans.

I don't know if they exist, per se... but I say if you believe in a higher power, then I don't see any nonsense in putting a small amount of belief in the supernatural.
I think wiccas existed(or people who thought they could heal that way).
