I don't know my zone number, but am in central Saskatchewan, Canada and we have a skiff of snow, with a temp of minus three Celsius. Yet, just this morning on a gardening show, our local horticulturalist said YES, go for the bulb planting! Just make sure to water well and cover with lots of mulch.

I'm in zone 5 and anytime In September to before early November isn't too late, as long as the ground hasn't frozen.
