You did not explain your needs exactly
you can't add a sound file to a still image.
BUT, you can create a movie with movie maker.
Go to start>All Programs>Movie Maker.
Import Images.
Import a sound file
select all the images and drag them to the storyboard in the bottom of the program, the sound file as well.
you can apply settings to the images and sound like decreasing the time or fading out or in.
After you finish editing, click on save to my computer click OK for everything except that were you want to put your movie, then click OK, wait until the movie is being created, tick the play movie now and then click on finish.

Hey there... go to windows downloads on the net and download the NEW FREE 'Photo Story 3' program... I haven't had the chance to try it out yet but it looks pretty easy. Also, you already have Windows Movie Maker on your computer which can be used to add sound to images. good luck :-)

Use windows media player or if you're coding use embed src.
