Jersey City has some nice areas, but all the safe neighborhoods are VERY expensive,
Newark is mostly ghetto, and very dangerous.
I lived in both places,
If you have the $$$$ Try Hoboken or Bayonne NJ

For apartments, Visit Craig's List

If you have lots of money, then Jersey City with all it's new hi-rise apartments overlooking NYC is for you. If money is tight, stay of of Newark anyway. There's a fair amount of crime there. Guns, gangs, stolen cars etc. Who needs that?
