If you keep your lip balm in your pocket (like I do) the balm gets warmed up and then when you use it, you are applying more than you normally would if the balm were colder.

What kind of lip balm are you using? If you're using a shiny gloss, that could be your problem. Keep it simple, use chap stick or something more waxy. And if you don't want to be completely dependent on constant application, don't use too much and don't reapply all day everyday. If you do, then your lips will get too used to being super saturated and the one day you forget your lip balm at home, your lips will feel like they're going to crack when you smile or laugh (NEVER fun!).

Hey, I used to have the same problem with my lips..which is getting dryer. I used lip balms but nothing changed till someone advised me that I should apply yogurt on my lips. Sounds strange but it isn't, you can do it daily or per week; it depends on how dry your lips are. I advice you to apply it for a good 15 minutes..not less than that. Also, you can use yogurt as a moisturizer for your face. Try and tell me the results.

The best way to get rid of dry lips so you won't have to apply lip balm as often is to use the satin lips set from Mary Kay - it contains a lip mask (which you rub on to "gently" exfoliate your lips to remove all dead skin to keep them healthy and then follow up with a lips balm that will hydrate your lips for up to 8 hours.

Use a waxier lip balm like plain old Chapstick. It will cling to your lips and moisturize without giving them a glossy look. Another good one is Carmex.

Apply the lip balm, then take a sheet of tissue and press one time on them. This will take off the excess...

Try using a lip conditioner instead of lip gloss. You get the same amount of moisture but without the supershine. Borghese makes a good one.

first of all, start drinking more water if you don't want to have shiny lips from the over use of lip balm.
