I have a female teacher that's in her 30s and she's always touching students..not in a bad way though..and she'll check some out and lick her lips while she does it. I'm not imagining it because i've asked other people and they said she does it in their classes too. She does this to both boys and girls.

Teachers should not be touching anybody in anyway form or fashion. Sometimes a teacher might ask student a question and might accidently tap a student on the shoulder, but touching students all the time is not right. Maybe you should bring it to her attention the next time it happens. "Please don't touch me, it's inappropriate and it makes me uncomfortable."
Now a days, male teachers are considered guilty and are just waiting to be accused, while a double-standard with female teachers is occuring. If a man teacher touches a student he risks going to prison for years and years, while a female teacher can get away with having sex with students and only getting a couple of years of probation.

Did you report her to authorities? How can you expect any actions to be taken if no one does nothing. This is a major problem in our society...we do nothing. We allow and let things continue while other people are abused or emotionally damaged. You should not need to ask what is right...you should know hat is right without the crutch of an internet forum. You need not make it a big issue but you can bring it to others in authority for them to observe or take harsher action. You as a person have a sense of values...right/wrong...good/bad....so why do you need to even think about this? You should admonish yourself for being compliant and allowing this to continue. Shame on you!

Some people can't connect with others unless they touch them. I don't know about the lip-licking part though.
