Do I need to resize it before sending?

I believe the problem is more at the receiving end -- the people receiving your emails need to be setting their web browsers and/or picture viewers to resize automatically.

To help on your end, you should resize the pictures before sending. This saves on bandwidth and the receivers' sanity (those that don't have auto-resizing viewers).

For Windows XP, you can google search for Microsoft power toys. There is a free downloadable software that allows you to quickly resize multiple pictures quickly and safely (create new files and leave the originals alone). This tool is very cool. You should check it out.

Ya. Resizing is easy if you have microsoft XP. Resize your pics for the web or email through microsoft office picture manager under microsoft tools.
