He just left the country like all the other draft dodgers.
Isn't amazing though how today there isn't a draft and the recruitment goals of all military services are being met and exceeded?
An all volunteer force is the only way to go to get the elite.

That's funny you ask...I think it had little to do with money or power.
But, what about these folks?
Cheney and his "other priorities"?
Karl Rove? (he had campaigns to work on instead of serving)
Paul Wolfowitz? Didn't serve.
I. Lewis Libby? Didn't serve.
Don Rumsfeld? Somehow managed to avoide battlefield commission in Korea while in Princeton ROTC.
Bush? Don't tell me that he didn't avoid. Nat'l Guard was one of the easiest ways to avoid for the rich kids.
So, sure, Clinton avoided. So did nearly everyone that Republicans worship as demi-Gods right now.
Glass houses, mi amigo, glass houses.

Didn't he write a letter, while in the USSR, to his commander stating he refused to serve or something along that order?

Draft dodger.
Who cares? Thousands of others did the same thing. You shouldnt force someone to fight a losing battle in a war they dont believe in.
