I prefer better quality lotions.In the case of lotions you generaly "get what you pay for".I have the same problem you do.As the seasons change from warm to cold.Your skin usually does not have enough time to adapt.Of course I am only speaking for myself and everyone is different.Here are the products I use and they work for me.
1. Oil of oily Shower body lotion.It is a great starting base.After you bodywash rub this lotion all over your body with your loofa let it sit a minute and then rinse it.
After you have completed that.Dry off completley and apply on of the following lotions all over your body.
2. Bath and body works Intensive lotion.It comes in a blue bottle.And or any of bath and body works body lotions.When in doubt ask one of the sales people.They are friendly and really know about the product better fit for your needs.These lotions use pure essential oils and dont contain those ingrediants that tend to irritate your skin such as glycerine and alcohol.They are expensive.But I have never had to buy one full price because they have 2 semi annual blow out sales a year where they get rid of old inventory.There you can by these lotions for 3 and 5 dollars as opposed to 15-19 dollars a bottle.There is another sale due this december.You may want to call your local one and check it out.
Another suggestion would be vitamin E lotion.It is awesome for scars and extrememly dry skin.It works by regenerating your skin layer by layer.Its fairly inexpensive but it works
one last suggestion.Body oils or powders are awesome for baths and tend to soak and moistureize your whole body.But the key word here is dont be afraid to spend a few dollars more on these products it will be worth it I promise.

Try coco butter its great for dry skin. You can also try oils like almond or brazil nut oil. If you skin is itchy you might have an allergy to a fabric or the lotion your are using. Try using a different one to see if the itching stops.

I have very dry skin as well and lotion does nothing for me.
My favorite is Palmer's cocoa butter. It comes in a jar. Its awesome. Also if you cant find that I have used baby oil in the past. Use it while your still wet after a shower and then just pat yourself dry.

You could be allergic to something in your lotion. Try Norweigan Formula body lotion made by Neutrogena. It comes in a fragrance-free formula that's great for dry skin. Lubriderm is good too. It comes in a variety of formulas including one for sensitve skin and one that's fragrance free. I've used both Lubriderm and Norweigan formula and find they're both good.

You could try Gold Bond Medicated Lotion. It's advertised to help stop itchy skin. Otherwise talk to your doc.

Lotion or creme that doesn't have any harsh chemicals in it like acid or alcohol or something that is made by humans.

Aveeno with oatmeal is the only thing that works for me. My dermatologist suggested it.
