It is a term for bloody little englanders.
The type who seethe with hatred for other nations, turn on their own team the instant it goes wrong and they believe everything they read in The Sun.
They are some of the most unpleasant people you would never wish to meet and Nigel is as good a word as any as it sounds whiny and weak.
