It's not so much the steering wheel being close to the driver as the driver being close to the steering wheel.. reclining seats is not a feature normally included in stock car racing. Also, it's probably best for safety, alertness and response time to be seated completely upright.

If you watch a race on TV and the in car camera shows the driver close to the wheel. It is to help relieve the strain of having to reach out to turn the wheel. It also gives the driver the opportunity to use his right hand to either push up on the wheel or cross over and pull down. The best person to watch drive is Mark Martin with different ways to relieve the strain of driving.

One reason is because their arms and shoulders will not get tired. The closer you are to the wheel, the more comfortable you will be. You also steer the wheel with your shoulders so not to tire your arms as much.

Not only safety issues, but it lessens the strain on the shoulders of the driver.
Ever driven for a long time and have your shoulders hurt afterward because you're actually sitting too far from the wheel, where your hands have to be?
I have, and I've learned to sit, not on top of the wheel, but a little closer than I used to.

simply put, you dont steer those cars like your regular street car. the steering circumference is much smaller thereby dictating a shorter distance between the arms and the steering wheel. that plus you dont steer those things with your hands, you do it with your shoulders.

I always thought is was to get more leverage on the steering wheel.

Very hard to hold your arms out for several hours,closer is better.
