Please be pacific with how to cancel out the fractions but also with solving the problem

you can use any of the methods that got that for an answer. I multiplied both sides by six to get rid of the fractions first.

4(x+7)-18x=3(2x-7)-1...(2).Now , get rid of the brackets:
4x+28-18x=6x-21-1
or
-14x+28=6x-22.
x on one side:
-20x=-50.
Cancel -ve/simplify
x=2.5.
