It sounds like some kind of gall is the spots are larger than a small ant. They will do no harm because the leaves will fall off before the disease has a chance to affect the tree. If they are the size of ants they could be mealybugs.

Not sure, without seeing it, what the white spots are. Could be insect work. Doesn't sound like a water issue. That usually shows up with the tips turning brown, or the entire leaf discoloring.
