Actually a recruitment brokers does a lot. I don't think there are many brokers out there now. Why I say that is because not many recruitment agencies charges fees for job applicants.
So if you take out the brokers and talk about recruitment companies, we actually do a lot.
1) Format the applicant's resume and make it look really professional.
2) Utilize our network of employers to create the best fit. Throughout this process, the applicant pays nothing. Only the employers pay a fee.
3) Of course there is another kind of employment where companies like HP do not want to keep a permanent headcount. Recruitment agencies will then hire the applicant on their payroll and charges a small add-on fee to the employing company.

A broker is an intermediary between two people/companies etc. Therefore a recruitment broker works between a recruitment company and the industry in which they want to place their clients.
