it depends what you're downloading, if you're downloading copyrighted music, films, software or other content it's not.
if you're downloading uncopyrighted material which the author has specifically said it's ok to distribute then it's not illegal.
the technology, whether it be bittorrent, limewire, rapidshare or any other software is not illegal in itself but using that technology to commit illegal acts is - legal uses of such software is rare which is where the confusion arises.

you probly find the file in your torrent software then write click open folder then drag too another folder on your computer. Be careful with torrents though. illegal

It totally depends on what you're downloading. Music, movies, and softare would be a no UNLESS the rights holder has expressly given permission.
