No, it is not. You will clash. And, more importantly, why do you have a shirt with horizontal stripes anyway? Such shirts flatter/enhance exactly nobody, and only supermodel-thin people can even so much as get away with them (and why wear something you can, at best, only get away with?).
Find another shirt to go with those pants.

Clinton off of What not to wear always tells people it is alright to wear two different types of pattern. On many occasions he wears things like checked shirts with plaid pants and a diagonally striped tie. So i say if you think it looks alright go for it! Men dont have to keep up with fashion as much as women think they do.

The basic rule in matching clothes is not to have the same look for what you are wearing from head to toe. In the example you gave the pants could be plain white color, no stripes. There should be a break or separating element in the total look, either in color or design and should not be monotone or single style of material. The traditional rule is a lighter shade for the upper or shirt because it brightens your image, matched with pants of a darker shade and socks and shoes that match the shade of the pants.
