It is a little complicated, there are lots of things to take in to account. But you can pretty much sum it up as follows:

Blood pressure can range from 90/240 mmHg and 40/160 mmHg. Usually, if your blood pressure is under 120/80 mmHg, you are fine.

Low blood pressure is under 90/60 mmHg

High blood pressure is over 140/90mmHg

The website below has lots of information on Blood Pressure, but if you are worried, see your doctor.

Like they have all said 120 over 80 is about normal.
However you are not considered too high at around 130 over 90. But the high or low level is connected to other considerations. If you have high cholesterol then the high level is not good. If you have heart problems then it must be down at the normal or below mark.
If your BP is too low then you could suffer from giddiness when getting out of bed or standing up too quickly from sitting. It is all very complex and should only be checked by an MD that knows about your total health.

Normal blood pressure is considered 120/80 or lower. Prehypertension is 130/85 and hypertensive is 140/90. If your BP is 140/90 or greater go to your doctor and let them know you have been getting BP measurements over this range. I am not sure if there is a "too low" limitation for BP.

new guidelines say that normal blood pressure falls below 120 / 80. Readings anywhere from 120 / 80 up to 140 / 90 are now to be classified as pre-hypertension, and people who fall in this category should take precautions to prevent progression from pre-hypertension to the high blood pressure level of 140 / 90.

Normal blood pressure is an individual thing, and is calculated according to age, weight, sex and general health. What is considered high or low blood pressure readings in one person may be perfectly normal in another. I personally have low blood pressure but what is considered normal for me makes me feel ill.

Standard blood pressure (BP) is stated as 120/80mmHg, with the top number being 'systolic' (ie when heart pumping) and the bottom number being 'diastolic' (ie when the heart is relaxed) and the units are millimetres of mercury. In actual fact, BP varies a lot between people, with young people generally having lower BP than older people. It will also vary in the same person when they are in different postures and at different times of the day.

Low BP that comes on suddenly is technically called 'shock', and this is usually diagnosed when systolic BP is below 100. Common causes are serious bleeding, severe infection and heart attacks.

High BP is hypertension, and is arbitrarily defined as systolic over 140 or diastolic over 100, but varies depending on doctor and country. This can happen suddenly at times of stress or in response to medications / street drugs. Chronic hypertension is usually a response to age +/- hardening of the arteries, but can also be a sign of serious diseases.
