The term "political" when referring to social skills means a person's ability to influence the thoughts, beliefs, and behaviors of others.
Workplace politics refers to the status of employees and employers, opinions, social standing, respect, fear, rumors, popularity, authority, and "pecking order".
Political skill involves someone doing something and making sure everyone knows they did it, and how important they are for doing it. It invloves commanding respect and authority, and making sure that their effort is recognized by others. It involves expecting others to comply and reinforcing compliant behavior. It involves supporting those in positions of higher authority and seeking their approval and recognition. It involves assuming a role of authority over others. It involves delegating their own responsibilities to others as a way of exerting dominance and reinforcing their own authority.
A person's political skills and political abilities can take them far in life. Unfortunately, sometimes it is at the expense of others. But not always. It can also lead to advancement, buisness partnerships, and great leadership.
There will always be a "politician" in every group of people. There will always be one individual that has charisma, influence, and authority over others.

If people could all be good without religion or our social institutions then the human race would have to have been born with a perfect heart. Behaviour good or bad can be learned/experienced. People can be influenced by society and religion. Influenced for good or evil. So what can make a person good? It's my belief as both a sociologist and a Christian that people are shaped or influenced by something external. We all have a conscience to tell us the difference between right and wrong. But not everyone acts properly. My own personal wrong attitudes and actions were justified by myself. I always could give a reason to myself for whatever I did or said. But only after learning about God and then knowing God did my thoughts and reasoning become challenged. Over the years my attitudes were checked and challenged. A lot has changed for the good. But have to say there is still work to be done in me yet. Yes people can be good without but that does not mean that everyone will. Only when you have a stronger challenge than your self reasoning will your attitudes become kinder, more generous, less critical etc.,

My guess would be political institutions, as the two words suggest, are institutions that are involve in politicking. Thus, if the definition is accepted, this means all the instituttions that are primarily involved in politicking, especially for other instituttions. For example, the lobbists are all political institutions, not to mention the political party machineries, Republican party, democrat party, green party, etc.
