Make sure they can define democracy and describe how important documents interpret and mention it.

First, you're going to have to teach them the D of I and the Constitution. Second, find out what the other important documents are so you can also teach them. Then, test the students to see how they have understood the documents. Also check on their ability to interpret every day events in light of these documents. Grading will be based on comprehension and interpretation. Interpretation has the pitfall that the teacher must also be able to accept as correct interpretations that are not in line with the teacher's or current thought.

If this is for homeschooling, maybe you should give thought to putting the student back into the system.

Perhaps you could prepare several sections for the assessment such as multi-choice items/maps/ graph work/ essay type questions etc.

They should be able to answer, where the original document lies today, who wrote it and be able to compare the present with the past-what the Declaration of Independence has done for people.

Use a variety of maps or interpretate them.

They could have a map with some questions following it. They should make a list of the ideals of American Democracy too.

It all depends of what the curriculum is really.
