The best rates are always out of the larger airports. San Antonio airport has a lot of flights to Mexico daily. Definitely more than Austin, Laredo, Del Rio, Eagle Pass, etc. If you are not experienced driving through the heart of Mexico, you really shouldn't do it. Even the border towns have become dangerous. I know people who grew up in Mexico and used to love to visit who will not drive down anymore because it is far to dangerous. You can basically fly to Mexico City from San Antonio for as little as $400. You would spend much more than that in gas because Mexico City is very far away. You will need a passport.
