A study by the IMF has shown that while minimizing corruption is important, in a developing country, there are far more important issues that need to be addressed to reduce or eliminate poverty such as correct budgetary allocations, regulations and framework for "inclusive" growth that ensures the fruits of success are shared by the rich and the poor.
This is not to say that fighting corruption is not important but ensuring inclusive growth is a far greater challenge than eliminating corruption.
