Great idea!! Nothing is more annoying that trying to carry on a conversation in a small group, and have to sit there and listen to somebody talk constantly about nothing.

Many girls have sat at home wondering what the heck happened to their relationship with a guy.... and it was all because they didn't have the sense to shut up for awhile and let somebody have some peace and quiet.
You don't have to fill every moment with some kind of noise or sound.

There was research into this subject not long ago and it was found that men interrupted women 80% of the time - mostly because in all societies, the male expects 100% of the attention. There is no known proof of the value of male choice of conversational subjects over the female, but any desire to control speech in others is fascist. Do the women you associate with make you feel stupid sometimes? Have you found study in school difficult? Maybe the problem is with you rather than girls.

I think you are a sexist ***. I think that, if you collar girls for talking too much, guys should have to wear a collar on their sexual organ that shocks them everytime they have impure thoughts about women other than their girlfriends. How would YOU like that?
I do not know what culture you were raised in but treating women like they are puppies to be trained to your personal tastes insults the freedom and equality of women as a group and here in the USA we have every right that any man does, including the right to talk just as loud and as long as any man without fear of being punished for it no matter if men like our views or not.
If you are bothered by that sort of freedom for both sexes you should return to the society in which you were raised.

No. Who are you to infringe on their right to freedom of speech? The speech police.
Besides how much is too much? I know some girls who go hours with out speaking. My daughter included.

my boy teenage neighbors talk much more then I do and my friends they talk about a squrril they saw and there are lots of them around here so I would much rather have them wear one of those

No I think they shouold make one for guys everytime they talk or say something that has anything to do with sex.
