Yes this is true. The split hoofs you refer to are found in the order of mammals called Artiodactyla (hoofed mammals with even numbers of toes). Within this order only 1 family Bovidae (catlle, sheep, goats antelopes) etc. have true horns.
A horn is made of bone and a protein called keratin.
Other families have similar structures e.g. giraffes and deer, but in both cases these are bone only structure and not true horn.
Also, in a completely different order rhino horns are made only of keratin with no bone and are also not true horns. Rhinos belong to odd-toed hoofed mammals called Perissodactyla.
Finally, elephant and narwhal tusks are made of ivory and are not horns either.

Yes, it seems they do. We are clear of the difference between
antlers and horns aren't we. And the rhino's "horn" is not a
true horn.
