The writing on the monument itself (not the text on the page) is Russian. Ленин - Lenin. Lenin was the father of the October Revolution in Russia and the first head of Soviet Russia. The monument you are referring to is his Mausoleum where his preserved body is on permanent display since 1924. The mausoleum is located at the Red Square in Moscow.

It says 'LENIN'. The monument in the picture is Lenin's Mausoleum in Moscow's Red Square

It says Lenin. The fact that a mummified Lenin is inside is a a big clue.

Lenin. The "monument" is a Lenin's mausoleum.(the place were his body is) next to the Kremlin wall on Red Square.
