There comes a time in everyones life where they must spread there wings this age is not precisely 18 for everyone. 18 is a barometer we use but not definitely the case in all individuals. I started to become a man at the age of fourteen. This required i move out and get a job. I did not have a high school diploma which I am sure is a hardship but required me to take minimum wage jobs and later in life I continued my education. I think this is a choice that some people should be allowed to make. many people have done well for themselves without a formal education. All people do not follow a prescribed formula people are individuals so I would have to say in some cases emancipation should be granted to those who are not yet of legal age.

Take the kid to The Maury Povich Show and have him/her sent to boot camp. I promise he/she will gladly follow any house rules from there on out.
ON A SERIOUS NOTE:
Kids these days dont realize how good they have it at home. No bills, no responsibilities, other than petty chores around the house, no responsibilities at all. Let them try it on their own for about a week or so, they'd be right back at your door step begging to come back home. Lay out all of your monthly bills on the kitchen table, show him/her what it actually costs to have a home, lights, water, a car, gas, insurance, food on the table, all the necessities of life. Not to mention the other little important things like soap, shampoo, tooth paste, deoderant, toilet paper, detergent to wash the clothes, dish liquid to wash the dishes, ya see this list can go on forever it seems like. Make a list, send your child to the store with only a small amount of money and be sure to tell him/her to get EVERYTHING on that list. Teenagers dont really have a sense of the cost of living because parents have always done this for their children. This is why there are so many young adults (18, 19, 20, 21 yr. olds) out there who have racked up debts so high they will never be able to pay them off. Have him/her get a job and start providing for themselves. Make them buy there own personal items, buy AND cook their own meals, do their own laundry, clean up their own messes, and even provide their own way to get around, (bus, cab, friends, whatever, just not you.) and I would even reccommend making them pay you a small rent fee for providing them a roof over their heads and electirc and water. Do you see where I'm going with this? They will hate you for it in the begining but appreciate it more in the long run.

There are actually a lot of teens that age (and into young adult even) that are this way. No life ambition, no consecquences, maybe not enough of a push when he was younger? Sadly I even know a few 40-50 year olds that still live off their old parents with no ambition. Maybe it's a diease?!
Don't give him up, or kick him out. Let him stay with a roof over his head as long as he's not dangerous. But don't give him ANYTHING! Don't pay phone/cell phone bills, don't buy clothes for him, don't even buy or cook food for him. From now on...anything he wants or needs is his responsibilty to work for it. It sucks but take your phone off the hook and lock up the room it's off the hook in, lock up your food, etc. Weather he gets a job, or starts helping around the house... he'll do something eventually if he wants to eat or go out with friends and have money. I sure hope you don't pay for a car, insurance or gas either! ANd don't give in! If they end up starving it's their own fault. You have to teach your child to fend for themselves or you will be taking care of them until you die! It happens and it's sad.
If all else fails... then you can look into it, but I believe in most states a child is/can/will be considered and adult at 17 in matters of custody and such. I DO know that at 17 they will not accept you at foster/state homes any longer. I also believe at 17 most police records will be recorded as adult status.

They wont do it for someone who is almost 18 because the process takes so long by the time its done there usually 18 my daughter tryed it at 17 and thats what they told her.........Also you have tyo prove that your in school and you have a job to pay any bills you have its not an easy process

Load them in the car and take them to the nearest military recruiter, signe the forms first, then wish them well as they learn that life at home was not so bad.
