The word great has many meanings.. below are just a few:

Very large in size.
Larger in size than others of the same kind.

When I think of great.. I think immediately of something that is outstanding in significance

it means someone didnt think something was entierly brilliant but they dont want to call it bad they just say great. in my experience anyway
