You've posed your question in such general terms that it's difficult to answer. But in broad terms an inefficient system may create more jobs in the short term if that is one of the government's stated objectives (i.e. low unemployment at all costs, therefore spend money on subsidising inefficient industries), but it's likely that such policies will lead to inflation, a drop in the currency value, possibly a drop in the country's credit rating, and therefore the need for a violent reorganisation in which the subsidised jobs are dropped very quickly, resulting in much pain. It is better to contemplate an economy in which people accept that they may have to re-train more than once in their lives as globalisation has its inevitable effects, and for government to ensure that people have the facilities for re-training (and, as far as possible, the attitude and the infrastructure that supports this).

I think an Efficient System would create more jobs in general. But an Inefficient System too may create more "number" of Low Quality Jobs as compared to an Inefficient System. Also , Social ,Political and Economic factors may vary substantially in Short and Long Runs .
