That black stuff is a mold. You need a good mold and mildew cleaner

If the problem still exists aftert rying any of the methods already posted(which btw are very good answers) then the tiles has probably already been sealed with a sealer over the mildew....if so cleaning methods will not get rid of this..At home depot they sell a little grout saw about 3inches long..has a small metal edge on it with bits of diamond particles on it..you can saw the grout out by hand very easily..takes a little time..but not hard to do...Then simply regrout with a grout of choice..they sell small boxes of grout..and it dont take alot ..then after regrouting and cleaning the grout film a time or two put a grout sealer on it..grout sealer can be sprayed in a common pump bottle..and wiped over the surface with a common sponge..good luck

Very simple, there's 2 things you should find effective, but you are going to want to wear a serious face/respiratory unit(not just one of those white cotton masks.....the one that will make you look like an alien from outerspace)
The least harsh would be bleach, if you have a sprayer you can go to the dollar store and buy the floral scented bleach and use it full concentrate or three quarter bleach to one quarter water ratio solution. Spray it on,(WEAR CHEMICAL MASK). leave room, do it again 5 minutes later, leave room. Rinse it off and wipe down.
The other way, which is my personal favorite.cause ya do it once, rinse, wipe, done.
BUT, pets have to be locked in fresh air areas well away from the area, and there is absolutely no way to complete this job without the previously mentioned chemical mask. Again go to the Dollar store, buy a product called "THE WORKS" White container. DO NOT EVEN TRY THIS WITHOUT THE CHEMICAL MASK, ,,YOU WILL DO DAMAGE TO YOUR LUNGS, AND YOU WILL HURT WITH EACH BREATH FOR DAYS A PAINFUL HURT NOT JUST AN OUCH HURT!!HEED THE WARNING,,,IT AINT WORTH IT!!
If your grout has what appears to be holes here and there, you should really consider partial grout removal with a grout tool and then regrout so as to seal the water out of the wall,,,,,if you are seeing holes, and ignore this for months.....it will cost you(depending on severity and area/size) $700-$1500 and possibly more to have a professional come in and tear out, cement board, plumb, retile, and regrout. Keep that in mind...FYI The kitchen and the bathroom in any home are always a very spendy project, whether its remodelling, or fixing damage.

That black stuff is mold and can be dangerous. Try a cleaner with a strong bleach, there are some creams available. Or just try liquid bleach. If it won't clean off, you really should re-grout!

Tilex may remove it. I have used it many times with much success. It is easy to use. I just spray it on and rinse it off after a few minutes. The directions are simple. You will need lots of ventilation because it is very strong.

Try scrubbing it with scouring powder with clorine bleach. Let it stand 15 minutes, then wash off completely. If that doesn't work, at someother time, dab Clorox on it and soak 30 minutes before rinsing. Caution:don't mix different cleaning agents, and make sure your room is well ventilated!

Have you tried using Clorox Pen sample? I use it on both my kitchen floor and bathroom tiles, as it effectively removes mildew, odor, and smudge. Just scrub the pen directly on the stain and wipe it dry. Or, you can search for more cleaning tips on http://www.upkb.com/cloroxpen.php
