Burley is chopped bait and blood thrown over the side of your boat to attract fish.... Major Burley is when you go fishing in your boat on a hot day with a belly full of beer and end up throwing up overboard....making Major Burley..=Technicolor Yawn ..Etc..

No idea, could you give us a little more context. Sounds like a big rough and tumble kind of guy (burley). I actually wikied the name and there is a former rugby player by that name. What country, are we talking military?
