No, Genetics plays the part in this.
If you dont have enough for a "full beard", then be thankful... Many men would give thier left arm for this...
If regular shaving wont "thicken" your beard, then you are blessed with less to shave.

You just got to wait until it grows in on its own. There isn't really anything you can do to make yourself grow more facial hair. Shaving thick coarse hair is a pain in the keester too, so watch what you wish for... you just may get it!

just keep shaving that area... the fine hair will then thicken
