I remember reading a write up about fans and such a while back that really made sense to me. Basically it was over whether you want more blowing in or more blowing out.
As far as the dust thing goes, you can get filters for your fans if they are blowing in, but, if you have all your fans sucking out it creates suction, and our cases aren't air tight or anything, so then more air is pulled in through the cracks and stuff. I can testify to this b/c I used to think all air going out was better and I would get weird dust patterns. On the back side of the motherboard plate (or whatever you want to call it) there would be circular mounds of dust in a pattern exactly matching the ventilation holes on that side of the PC case. So really, either way dust is getting in.
Also, another thing Iis that when you have fans blowing in, it creates the very opposite of the suction, there is too much air and it's being pushed out all the holes, seams, and such. The only point where air is really coming in is at the fan, so you can put a filter on and wabam, almost dust free.
Now, another thing was about the amount of air in the case. When you have all the fans blowing out and you have that suction there isn't as much air to absorb the heat. When you have more fans blowing in there is too much (being forced out of the case) which is more air to absorb the heat.
One thing people forget is that your power supply has a fan in it too. I don't quite remember, it's been a while since I was reading this stuff, but I think I remember reading that one of the big improvements of ATX over AT was that the CPU is closer to the power supply (for better cooling).
So anyway, keep all of that in mind. I guess the big generalization you can make from this is to have more fans sucking in air than you do blowing out.

cooling fans are for keeping the tempratures down in side the computer, and critical temprature sensitive processers.the air flow from a bigger fan in not a problem. the less internal tempratures, the better for the entire computer.
cooling fans ware out. they also make a lot of noise at times.
I would suggest, that if you cannot stand the noise of the fans, it may be time to replace it with a new one. an attempt to possably libricate the offending unit may be messy, unless you take it out completely to do the work. By then, just replace it with one the same size.push or pull, just keep that air flow going. best to blow in wards. from out side, in

Fewer fans blowing out and more blowing into the case. If you have four fans, two blowing in and two blowing out should do fine. Your looking for air flow through the computer case.

depends on what you really want... if you already have a fan sucking in cold air into the comp then make this one suck out if the otherway then go the other way :D gotta get rid of the hot air
