Have you considered asking the British and Mongolian Embassies? They can advise on the legalities and the safety aspects.

I don't think it would be difficult or expensive to obtain as long as you can speak the language and contact the embassy. I don't think it is a very wealthy or prestigious place to live. Most jobs there are as herdsmen.
