Hi. The answer is because in the Royal Navy beef was rarely served and then only on special occasions for the average sailors. It was also common on those same occasions to relax the rum ration so drunkenness was also common. Therefore, sailors would fight over who got the biggest and best portions of the prized beef, hence the association with having a row.
