My daughter and I use to raid the closet. I would allow her to pick out something & we would just let our creative juices flow. Kids normally know what they want to be. We have also went to yard sale, goodwills and the salvation army to find stuff. You just need to put aside what an items normal function is, which can be hard. Look at what it can be. My personal favorite for your youngest would be something made of pajamas. Halloween tires them out & PJs are very comfortable. My daughter was a bunny rabbit at that age. I made bunny ears out of felt attached them to the hood of her PJs and painted her face. I took cotton balls glued together to form her tail and velcroed them on her suit. It turned out great

Have you tried a yahoo search for homemade halloween costumes. These website are a great help.
