make one? just get a plain black dress and put saftey pins through it. i think one exactly like it would be hard to get

Buy a black dress and customise it with safety pins, I don't think you'd be able to get the same dress as Liz as I expect it was either an exclusive design for Liz Hurley only or it went to auction for hundreds of pounds, it was quite a while ago when she wore this, I'd advise you to make your own.
