I love the responses. The answer is you can't. If you are a US citizen and do not have dual citizenship, you cannot open a deposit account in any OFAC nation.

Find someone there to do it for you. I;m not sure about Iraq, but in many foreign countries you can sign a form of power of attorny that will allow local people to act as your agent.

Why Iraq though?

This is surely a wind up, because unless you actually live there
(in which case you would know what to do), why on earth would you want to deposit money with a country that is slaughtering western soldiers?
