Well...
One usually represents unity. Three represents a whole thing - it is the minimum number of points in a plane. Four represents a totality - a thing and the thing's knowledge of itself. It can also represent this world - the points on a map. Six represents mundane things, and seven represents spiritual world. Eight represents the miraculous - things beyond this world completely. Ten has many representations, but often means law, as in the Ten Commandments.
If you're looking for something more specific, drop me an email and maybe I can help you. It also kinda depends on the tradition you're looking for.

No. It must be very secret. Probably Karl Rove invented numbers 1-9. Remember that there were 1-9 hijackers in 9/11 (see 1-9 again) and you "really" know what happen, ah?
It is a government thing. Did you notice how many times 1 appears in our currency bills but 9 is totally absent? I smell Karl Rove again....

I can only tell you that the traditional numbers 1 -9 are really a secret coding system used by the government to track you every move. They know what your doing. But i've already told you too much...
