It is an advertising buzz phrase. The term "Chemical-Free Farming" is in reference to growing crops without the use of commercial or industrial agriculture chemicals, especially fertilizers, herbicides and pesticides.

Plants cannot grow without chemicals. These are needed to provide nutrition for the plants. "Chemical-Free Farming" replaces agricultural chemicals with those from organic sources.

In the USA, this is often referred to as Organic Gardening or Farming.

I believe Richard is right. In California, the term "organic farm" has precise legal limits, and "organically grown." But people can make up any old term and use it as if it meant something. And as Richard so sweetly points out, it's all chemicals: the source of the chemical is the issue.
