What is the part of some USB cables around halfway where the cable appears to wrap around it

It's probably a ferrite core. This is really just a magnet that "shaves off" electro magnetic interference (EMI) or noise that runs along the cable.

You can probably learn more about them from Fair-Rite, one of the company that produces them. I've attached a link below. Note that their site isn't the best looking (it's pretty ugly), but the company is good to work with and the ferrites they produce are quality.

I've always found Maplin to be helpful with cables, maybe take the cable in and ask them?

It's a ferrite core to reduce emi radiation and electrical noise.
