The penis? Actually, yes it is.
Conquering people by intermarriage and interbreeding has a long and successful history as one of the best ways for an empire to gain ground. The Romans were famous for "Romanizing" colonies by intermarriage; children of Roman citizen soldiers became Roman as well, which solidified Rome's hold on places like Britannia.
If a conquering empire is willing to wait the two or three generations it takes to marry into the indigenous people, and create a generation or two with mixed heritage, then yes, in the long run it's a lot more effective than the sword.

lol I hope that was a typo; yes, the pen can be mightier than the sword. because sometimes someone's writings can change a situation, where armed revolution could not.
